By signing the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the EU and all its member countries have committed themselves to create a barrier-free Europe. Even though the EU countries bear the main responsibilities, EU action is needed to complement national efforts. As one of eight action points, the European Disability Strategy 2010-2020 (Brussels 2010) defines participation in democratic life and full active European citizenship as one of the core pillars for an inclusive and barrier-free Europe.

However, participation in the democratic life of Europe mainly means communicating and debating in complex forms and methods.  Therefore alternative approaches to  active European citizenship, customized for people with mental and complex forms of disabilities are needed.
